The Malaysian Academic Association Congress (MAAC) yesterday called on the government to consider time-based promotion for lecturers in the 2018 Budget, to be tabled on Oct 27.
MAAC president Prof Datuk Dr Mohd Idrus Mohd Masirin said if approved, it would also address the issue of lecturers who were left behind in their career development.
He said currently about 10% or 3,200 of the 32,000 active lecturers in the country had to wait for merit-based promotion.
“They can be considered for time-based promotion apart from meeting the KPI (Key Performance Indicators) or via KUP (special for incumbent) … Promotion from Grade 51 or 52 to grade 54 is between five to 10 years. But rarely, that they will be promoted in five years.
“If we can implement time-based promotion, those in Grade 51 or 52 will be promoted to Grade 54 in just five years. All lecturers are very important in the education process in the country and conducive working environment will be a catalyst for the quality delivery of public services.”
Apart from time-based promotion, he also proposed to the government to allocate more funds to the higher education sector in Budget 2018.
